Community Advisory Council

Purpose and Charge
The Community Advisory Council (C.A.C.) serves as a resource to the Board of Trustees of Hill Country MHDD Centers and makes recommendations to the Board of Trustees on the service delivery system in the following areas: planning; needs and priorities for the service area and the center; budget and contract issues; and implementation of plans and contracts. Hill Country has one Community Advisory Council for both Mental Health and Developmental Disabilities. It is made up of volunteers that dedicate their time to providing us with their input and recommendations for the people we serve, staff, and community.

Functions of the Community Advisory Council

The functions of the Community Advisory Council are as follow:

  1. Continuously review the Center’s mission, values, and goals and make recommendations related to development and implementation of the Center’s Strategic Plan
    2. Encourage, practice, and make recommendations to enhance Person Centered Thinking Principles at HCMHDD
    3. Identify and prioritize community needs and desired community impacts/outcomes
    4. Identify existing resources, linkages with providers in the community, and gaps in services and supports in the local service delivery system which may assist in the determination of local service needs and priorities
    5. Identify innovative services and best practices and make recommendations for developing a more effective and efficient local service delivery system
    6. Review reports pertaining to quality and utilization information, quality control issues, and recommendations related to quality improvements
    7. Review Center programs in their respective areas on an ongoing basis and meet with and advise the Board at least quarterly on issues in the various programs and services
    8. Identify budget priorities on assessment of needs available resources, and gaps in the local delivery system and make recommendations on resource development and allocation
    9. Advise the Board in the development of the Network Development Plan
    10. Present recommendations to the Board concerning issues related to the needs and priorities of the service area and implementation of plans and contracts
    11. Educate the community about populations served (priority and non-priority) and services offered
    12. Provide local, state, and federal government bodies with information in support of people we serve
    13. Recommend and participate in special studies at the request of the Board of Trustee
    14. Carry out other functions as the Board may from time to time specify

Who Can Serve on the C.A.C.?
The Community Advisory Council (C.A.C.) is responsible for ensuring we obtain input and recommendations from the people we serve. The C.A.C. is composed of at least 50% from the people we serve and/or their families. The composition of the community shall also reflect the ethnic, cultural, and social diversity of our service areas. The Council will have equal representation (members representing adults and children as well as mental health, intellectual developmental disabilities, and substance Use). CAC members may not be current employees of Hill Country. If previously employed by Hill Country, individuals must have been separated from employment for a minimum of two years prior to appointments to the C.A.C.
